kelt 8.5 engine bilge

For those of you with 8.5 in the engine bilge there is a large white ( 7 INCH) what looks like a cover.  It seems there might be some sea water seeping in.  I am assuming it is a cover of some sort and beneath it is one of the steel plate keel housing bolts.
Help anyone know what it is

Well I took a chance and lifted that disk in the engine bilge and as I suspected it is a cover for on of the keel plate bolts.  It appears the bolt is seeping a bit of water
