Deck hardware

Does anyone know if genoa tracks, clutches, etc. are through bolted or just screwed into the deck?  Any one have and good ideas to rebed / reseal these without totally wrecking the headliner?

Someone did some work on mine at some point.  They used washers and cap nuts through the head liner.  Doesn't look too bad.  I don't know if the hardware has any kind of captive fastener.
